The challenge

Twelve disconnected seafarer workflows — registration, training, examination, certification, audit, payment — ran on paper. A single foreign-endorsement application took around 40 minutes of manual processing, records conflicted between institutions, and document fraud was hard to rule out. Weeks-long queues were the norm, not the exception.

The solution

We unified the full seafarer career lifecycle on one STCW-aligned national platform, with KPS identity verification, self-validating digital certificates, and an AI layer — OCR, risk scoring, anomaly detection — sitting over every application. Foreign endorsements now flow upload → OCR → verify → score → decide → issue, with no paper step in between.

The result

Certificate processing dropped from roughly 40 minutes to about 3 minutes, with an estimated 72% of low-risk applications auto-approved. The authority now works from a single source of truth with a full audit trail across every certificate issued.
